The animal welfare act provides legal protection for animals in New
Zealand and is supposed to afford animals the "five freedoms", which are ,
Freedom from hunger or thirst
Freedom from discomfort and inadequate shelter
Freedom from disease and injury
Freedom from distress and pain
Freedom to display normal behaviour
Clearly a chained lone goat cannot display normal patterns of behaviour .
You may contact your local SPCA and lodge a complaint if you see a goat that is clearly being neglected.

- Currently , the animal welfare act is under review and going through the process in parliament. We will be advocating for goats at every opportunity until we have a ban on the chaining of goats on roadsides and strict regulations or ideally none at all on any tethering as well as a need for social contact. If you feel the same , nows a great time to write a letter to your local paper on this issue or contact [email protected] and let him know its time for this practice to end.
